Gansu: Accelerate the promotion of integrated projects of

Recently, the Development and Reform Commission of Gansu Province responded to Proposal No. 82 of the Second Session of the 14th Provincial Congress.

In response, Gansu Province resolutely implements the spirit of relevant national important instructions, promotes the planning and layout of large-scale wind and photovoltaic bases with a focus on deserts, Gobi, and desert areas, coordinates the allocation of new energy, regulating power sources, and transmission channels in terms of scale and construction timing, and formulates a series of policies to actively serve the construction of large-scale wind and photovoltaic bases.

In 2022, the People's Government of Gansu Province issued the "Implementation Plan for Carbon Peak in Gansu Province", proposing to adhere to both centralized and distributed approaches, combine power transmission with on-site consumption, adopt a multi energy complementary development model, and accelerate the planning and construction of large-scale wind and photovoltaic bases in desert, Gobi, desert and other areas.

In July 2024, the People's Government of Gansu Province issued the "Action Plan for Promoting High Quality Development of Energy in Gansu Province in the New Era", proposing to create a new highland for energy security guarantee, focusing on large-scale wind and photovoltaic bases in desert, Gobi, and desert areas, and accelerating the development of new energy bases in the Hexi Corridor and the Longdong Comprehensive Energy Base.

In June 2024, the Development and Reform Commission of Gansu Province, in conjunction with the Provincial Energy Bureau, issued the "Construction Plan for the National New Energy Comprehensive Development and Utilization Demonstration Zone in Gansu Province", proposing to focus on promoting the construction of super large wind and solar power bases, and accelerate the development of new energy in the Hexi Corridor and Longdong Comprehensive Energy Base. Plan to implement the Kumutage Desert Outward New Energy Base, continuously expand the scale of photovoltaic sand control in Tengger and Badain Jaran deserts, accelerate the integration of "solar thermal+wind solar power" projects, promote the comprehensive utilization of "photovoltaic+" and the large-scale development of solar thermal power generation.

The planning and construction of large-scale wind and photovoltaic bases with a focus on deserts, deserts, and Gobi is a major measure to implement the decisions and deployments of the Party Central Committee and the State Council, support the timely completion of the "dual carbon" goals, promote clean and low-carbon energy transformation, and improve energy security and supply capacity. The Hexi Corridor in Gansu Province is connected to the edges of Tengger, Badain Jaran, and Kumtag deserts. As the main battlefield for new energy development, it will usher in significant historical opportunities. The proposal you have put forward to support the key technologies for the coordinated development of large-scale wind and solar power bases and the environment in Shagehuang is very necessary, in line with the current national development policy orientation, and also in line with the layout of our province's new energy development. It is of great significance for our province to seize the window and opportunity of new energy development and achieve high-quality leapfrog development of new energy.

2、 Regarding the construction of the Shage Wilderness large-scale scenic base and the coordinated development of regional environment

In recent years, our province has vigorously developed the photovoltaic power generation industry, promoted the integration of new energy development and ecological protection governance, and the scale of photovoltaic installed capacity has grown rapidly. 285 photovoltaic projects have been established in deserts and Gobi in 7 cities including Wuwei, Jinchang, Zhangye, Jiuquan, Jiayuguan, Baiyin, and Qingyang, with a photovoltaic power generation installed capacity of over 20 million kilowatts and occupying more than 620000 acres of desertified land. New energy enterprises represented by China Huaneng, Huadian, State Power, and China Three Gorges Power Investment Group have established grid connected photovoltaic power stations in desert, Gobi, and desert areas of our province, exploring new models with regional characteristics and integrated development of ecology and photovoltaics. The construction of large-scale photovoltaic power stations and windproof sand fixation forests has reduced wind and sand flow, alleviated the erosion of oases by wind and sand, and slowed down the process of land desertification. Planting grass between photovoltaic arrays, developing animal husbandry, planting economic crops and traditional Chinese medicinal herbs, has promoted local economic development and increased farmers' income, and promoted desertification control, ecological restoration, and integrated development of agriculture and animal husbandry. Recently, the Provincial Forestry and Grassland Bureau and our bureau jointly drafted the "Gansu Province Photovoltaic Desertification Control Action Plan", which will be issued and implemented in the near future, further promoting the photovoltaic desertification control work in our province, and effectively and orderly promoting the construction of large-scale wind and solar bases in Shage Desert and the coordinated development of regional environment.

3、 Regarding the Construction of the "Transmission, Storage, Utilization, Manufacturing, and Treatment" Industrial Chain System for the Shage Wilderness Scenic Area

During his inspection of Gansu, General Secretary Xi Jinping pointed out the important speech and instructions of "building a national important new energy and new energy equipment manufacturing base", deeply implementing the national "dual carbon" strategy and the work deployment of the provincial party committee and government to strengthen the leading role, supplement the chain, and gather groups to fight the battle of upgrading the industrial foundation and modernizing the industrial chain, accelerating the construction of the entire new energy manufacturing industry chain system, issuing the "Implementation Plan for the New Energy and Equipment Manufacturing Industry Chain in Gansu Province" and the "Work Plan for Extending and Supplementing the New Energy Industry Chain in Gansu Province", focusing on creating a new highland for upgrading the new energy industry and accelerating the development of new energy related manufacturing industries. Relying on mineral resources such as quartz stone/quartz sand in Gansu Province, our province has initially established a complete photovoltaic industry chain of polycrystalline silicon silicon ingots/silicon wafers solar cells photovoltaic modules photovoltaic systems. The market competitiveness of the photovoltaic industry is gradually increasing, and a silicon wafer production capacity of 10 million kilowatts has been built. The wind power upstream, midstream, and downstream industrial chain has been initially formed, with a total production capacity of nearly 20 million kilowatts for blades, towers, and main engines, and 10 million kilowatts for castings, gearboxes, and nacelle covers. The entire industrial chain of complete sets of equipment is becoming increasingly perfect.

Next, our province will rely on the construction of large-scale wind and solar power bases, improve the "power generation, transmission, storage, utilization, manufacturing and treatment" industry chain system, continue to do a good job in extending and supplementing the new energy equipment manufacturing industry chain, fill in the gaps in basic materials, components and advanced basic processes, and promote the optimization and upgrading of the new energy industry.

4、 Regarding the linkage between government, industry, academia, and research to solve key technical issues that constrain the construction of the "Shage Huang" wind and photovoltaic base

In recent years, our bureau, together with relevant departments, has deployed research and development demonstrations of green and low-carbon energy technologies such as efficient photovoltaics, large capacity wind power, and safe energy storage, supported the research and industrialization of safe, efficient, green and low-carbon energy technologies, promoted innovation in clean energy consumption technologies such as wind power hydrogen production, multi energy complementarity, and smart energy, explored the establishment of new mechanisms for the application of green electricity markets, promoted the development of new models such as "photovoltaic+", wind power clean heating, and green data centers, and promoted the widespread application of clean energy in industrial and commercial, residential life, public services, and other fields, promoting the large-scale development of clean energy and the coordinated development of high proportion consumption.
